For me the kick works, just type "cheat kick ID_steam64" but impossible to ban... I read on the forums a lot of admin have this problem.

You can try to add this option on the Custom Launch Parameters under your control panel. At the beginnin my server stuck on STOPPED, I just change the location (becarefull is reset all your data on server) I select Germany and now he work perfectly ! Try this maybe

Have you a custom command line configured on your control panel ? maybe with the password stay in this command line ?

Create file named : AllowedCheaterSteamIDs.txt Put in this file the SteamID64 for the players can be access to admin commands. Put this file here : /ShooterGame/Saved
