You can submit a support ticket to inquire about your specific machine, it depends.
You can find on our main website information about what machines most of our game servers are located on.
If you have issues with lag, you will need to create a support ticket so we can investigate.
It is not possible to have restart notifications for ARK and we do not advertise that we provide it.
If the ARK developers decide to implement some sort of RCON protocol, we will support it.

There are a total of 15-20 servers on the ARK server browser. They've yet to update it (more important things for them to do I presume)
There's no way to have your server listed on the ARK server browser until they fix this bug.
Soon... it's a process, we're working on it. Just get one in NY for now and you can transfer to the West Coast with all your stuff when it's available.
Regarding FTP - this is something we can look at via support ticket to iron out why it's slow for you.
We can zip up your SavedArk directory and provide you a backup copy until our backup/restore/export/import tool is completed.
Regarding the updating issue - that would need a support ticket to check into.
