For rusty you will want to add this to your parameter line but change the seed and map size to yours.

 

+server.worldsize 4000 +server.seed 836429022 +rcon.web 0

 

For admin you can add your UID into the admin area on the right hand side.

Rusty and admin tools like it are being phased out. The above is helpful but I would recommend looking in to Rcon.io or Rust WebAdmin for future usage.
