Rockets and Create vehiclerestriction #0

I am  trying to get rocket/rocket launchers to work in my server. But every time I fire the rocket I get kicked by BattleEye for create vehicle restriction #0 I went into my createvehicle.txt but it is still kicking me.

What am I doing wrong. Is there some other file that is causing the problem?
