    It has been reported before that automated restarts don't come back online immediately. This is in rare circumstances where something on the backend happened. What is likely is that this is related to the Steam issue posted here:

    This is happening to my server as well. I submitted a support ticket but never got the email for it. So it's not just you that this is happening to.

    This is an ARK bug. Restart to fix.
