There should be a line that says allowcheats off, you will change that to on.

Unfortunately, it does not look like we will be able to host them as Bethesda said they are taking full interest in hosting the servers on their own. Hopefully they will change their mind in the future

Try removing the lock passwords on each server and see if it works that way, locking cluster servers causes issues with transferring.
