Cluster config not matching main server

Last night some server members and I tried our cluster for the first time. The transfer went well, but we noticed that our transferred characters don't get any exp at all. I have not altered any character levels/exp/engrams in the server settings, so they are default. Is there something I need to change for us to get exp? (We are all between level 80 and 90 and get exp fine on the main server)

Our main server (rag) has 7.5 difficulty (lv 225 wild dinos), but the cluster (SE) levels are much lower. I thought the cluster used the same settings?
I can't see any options to modify server config forcluster specific settings.

Edit: The dino levels seem to be working now after several destroywilddinos and a server restart, character exp is still an issue though
