Why give sub user access to data wiping options if it has limited access

I created a Sub User for my server so that friends who play can stop/start/restart when I'm unavailable if server goes down.

However I noticed they still had access to the Reinstall Server (which wipes everything, backups included I believe) and Clean Save folder (which wipes the save data but you'd still have backups... that is if they worked )


Why would a user setup for just limited access have access to these options? If we are limiting it to what it says during creation of the account : Start, Stop, Restart, then thats the ONLY access the sub account should have
