Wild Dino Levels

I recently got  Fjordur server and I set difficulty offset to 1, with Override Official Difficulty at 5 to get max level wild dino spawns of 150. However, the wild dinos that spawn range from only level 3 to maximum level 30. I wiped all wild dinos multiple times, increased difficulty many times, and the dino levels never seem to change and always come out lower than level 30. Please tell me what I am doing wrong so I can fix it. 

P.S. I roamed around in GCM in my server for hours and never found a single dino over level 30.

Try upping the offset from 1 to around 3 and see if that helps out.
