As far as I know, its "normal" to loose any gear stored in backpacks, that are themselves stored in vehicles when a server restarts. Hope you did not loose anything to valuable. Hell, it wasn't that long ago that just swimming with a backpack on caused it to lose all it's contents. Game is designed for you to lose stuff in the water.
