First shot with shotgun NEVER lands...

I have a problem, I am playing Genesis 2 and the first shot with my shotgun never hits. I will see blood, and I turned on damage numbers, but it does not hit.

If I run up to it, press the melee button to hit it with the butt of the gun, then shoot... it hits. Is this a problem with Ark or these servers?
