To get OverrideOfficialDifficulty to work you have to add it into your custom launch parameters. You can do so by changing your map to custom in your control panel and then adding OverrideOfficialDifficulty=* to the end of your parameters line. I recommend using the information tooltips if you don't have any experience with using custom launch parameters.

The easiest way to enable this setting is to go to your control panel, click on "Modify Server Config" (yellow button), scroll all the way down to the very bottom where you will see a big box called GameUserSettings.ini Custom Code and then in that box copy and paste this: [serverSettings] ShowFloatingDamageText=true Then Save Configuration and restart server. You will now have it enabled.
