I believe you would have to do it on a dino by dino basis. ​If you go into your control panel and then into modify server config you will see "Dinosaur Config" on the left hand side. Click that option and you will see "Dinosaur Spawn Configuration". By default this will have "Leave Default" selected but if you select "Make Changes" it should allow you to adjust which dinosaurs spawn, which do not and a number of other details including which can be tamed and which cannot.

Yes, if you already have a server you can go into your control panel and look under "Addons" on the left hand side and it will give you pricing and info on adding a cluster server to your existing server. If you were just generally looking for information on if they have the ability to do this then the answer to that is also yes. It will enable you to transfer tames, characters and your inventory between your main map and the cluster map provided you have enabled the options to do so.
