    bDisableStructurePlacementCollision=true
     
    to the game.ini
    hopefully survialservers adds it to modify config soon as you have to readd it anytime you make adjustments to server via the web interface

    add it to gameusersetting.ini after yo make changes to modify config file. once you edit modify config file save and restart server then use the ftp stop server edit the gameusersetting.ini save it and restart server. you will need to do this thou every time you edit modify config panel thou

    this is a ark problem i believe not a survivalserver issue, its being reported on ark offical forums also
