Correction, changing the override fixed it, i can now gain EXP, but i don't get ambient Ticks(the .1 for being logged in) given, it really does not matter beyond lvl 60ish but still. I hope to find a proper fix, not a work around.
I have made the above mentioned changes,

new values
OverrideMaxExperiencePointsPlayer=185000
OverrideMaxExperiencePointsDino=100000
Still capped, any ideas?
the problem is that the Web console Overwrites \Saved\Config\WindowsServer\Game.ini and \Saved\Config\WindowsServer\GameUserSettings.ini
and does not have a setting as above mentioned

When starting the sever initially I had Changed teh Sever properties Via FTP client as to have 2x taming Resources, ETC with the implementation of the new Modify Server Config Tool, this settings were reset to the default Values, as the Sever started pulling the Settings that were saved in the Web GUI.
After Changing the setting back, to the increased values we were using on the Sever, and restarting we have found that Player characters are getting EXP Capped at 28027.0. a player below this threshold can still gain exp as normal. but any character higher then this is no longer gaining EXP. Having not made any changes to the Player Level/exp threshold options.
