DinoClassResistanceMultipliers is what you are looking for and one would need to specify the dino class to adjust the value for. You could also increase the strength of that item as well. What code did you put in the game.ini?

Forge will work on any vanilla minecraft version. It is just the matter of making sure you have the right forge version. So yes, it still works. There are options available in your control panel.

I am afraid this is not possible at this time, but you may want to look into some API plugins. Some for example can show you the player list in chat.
