You can unban them by removing their Steam64 IDs from the Bans.dat file or using the in-game command: /unban [Steam64ID]. Then restart the server.

It sounds like one of the Rocket Mod plugins or a config change may be causing the issue—especially if it was working fine before the changes. I’d recommend checking your server logs for any errors during startup, and try disabling the plugins one by one to isolate the problem. Also, make sure your Rocket Mod and all plugins are compatible with your current Unturned version. A fresh reinstall of the plugins with default configs can also help narrow it down.

After adding the plugin .dll files to your server's "Modules" or "Plugins" folder, you should start your Unturned server (not the game client) using the shortcut that runs the server executable—this usually looks like a Command Prompt window. Once the server starts, it will generate the config files like kit.config.json, which you can then edit. After editing, restart the server to apply the changes
