    yes decrease the number to 0 or leave at 1 for normal, 1 = 1 hour, 0 = 15 minutes for egg hatch time.

    Click on the yellow "Modify Server Config" button in your server panel.
    Go to World and then "Massive Egg Incubation Time" set that to whatever value.
