This is insufficient advice. Doing this results in your data base being wiped and the failure of the server to start. Clearly, a map has to be added back to the launch parameters as well.

All right, the advice above is insufficient IF YOU ARE RUNNING ANY MODS.

 

If you are running any mods through the Steam workshop enabled in your hosting.cfg file, you need to follow the procedure below. Every time you change in the control panel between Custom and Island, either way, your hosting.cfg file is set to defaults. If the hosting.cfg file is set to defaults, attempting to load a database file that relies on the mods will result in an unstable or unworking server:

 

In order to enable whitelisting AND retain your data base if there are any mods loaded, you have to do this:
 
Stop the server
Back up both your miscreated.db and hosting.cfg files
Set map to Custom. Add -mis_whitelist to the custom launch parameters box
Restart the server.
 
Result: server may or may not restart. If it does, whitelisting will be enabled AND data base will be wiped.
 
Once the server has loaded and/or stabilized/stalled, stop the server.
Restore your modified hosting.cfg file and miscreated.db files.
Restart the server.
 
Result: server will restart whitelisted AND the data base and mods will be restored.

My question for you is this  once the server has loaded and /or stabilized and you stop the server and restore your files do you leave it on custom map  and restart the server or turn it back to the island?   I am trying  to do factions and from what i have read you have to have the server whitelisted for that to work?
