Crystal Isle's Mod Problems

I recent switched over to the crystal isles maps after trying it on another server , the server used a few mod packs and i am trying to use the same mod packs that they had to do with dinos but its just not coming out right , the spawn rate is wrong alot of deadzone areas  not like on the server i played i ever uped dino multiplier by 5.

 

Mods are

Ark Eternal = Mod ID : 878297372

Primal Fear = Mod ID : 839162288

Dragons and Enhanced Creatures = Mod ID : 896413489

Pugnacio Dinos = Mod ID : 833379388 

Monster Ark : Hunting Evolved = Mod ID : 816824313

 

Originally i tried just Ark Eternal and primal fear , Eternal says it has to be first in launch order i did that really didnt see any of that mod in game

 

then i added Pugnacio and the others and i started to see dinos more but none of them moded 0 that were Pugnacio and i am assuming the Primal loaded because i killed alot of Primal dinos

 

Also seems like it takes the server about a half hour to restart with 20 mods

This is my current startup i moved the modmap id part to the end because it stoped working and thats what it looked like the instructions said to do

Just switched it up again deleted almost all mods still stuck at loading
