Requesting Help with installing Valhalla, and some other mods to server

I have 2 servers rented here with Survival Servers, one is stock and runs fine.  The other I tried setting up yesterday, and was unable to get it working with the mods. (Valhalla, Metal with glass set, Industrial Grinder,K9 Custom Stack sizes, Pub Decor mod, Extra Ark, No Collision Check v1.3a, Refining Gas Forge v5.0, Stairs Mod with Rounded, Custom War map.)

 

I've installed the files for the mods in the Mods folder I created using FileZilla in the proper location.  Ive put the Map ID in the right spot on Server config page on my control panel.  Ive put the Mod ID's in the proper place no spaces xxxxxxxxx,xxxxxxxxx,xxxxxxxxx .  I don't know whether my Gamesettings.ini is wrong or if I need Custom Parameters filled in to have it load the mods. If an admin sees this, my game ID 14143.
