New Star System World, no spawn options (no drop pod)

I am trying my best to do this on my own but I am not sure what to do next. I've had this server for about an hour now and I cannot get spawn options to appear like "Earth Droppod". There's just no options besides spawning in a suit.

I'm using Stay System Map, but there's just no options to respawn anywhere but in your suit. This doesn't give you a survival kit, it just spawns you randomly on earth.
