The Isle servers support up to 100 players maximum based on server hardware and bandwidth. The game infrastructure currently allows a maximum of 100 players at the moment. You can specify the number of players in the Game.ini file or through command line parameters like MaxPlayers=50 along with port and query port settings.
The Isle currently does not have official mod support according to updated documentation.
